In order to maximize the waterpower potential of the Mississippi River at Almonte in addition to contributing to Ontario's Green Energy initiative, Enerdu Power Systems Inc. (Enerdu) recently initiated plans for the expansion and redevelopment of its existing hydroelectric waterpower facility, the Enerdu Generation Station (GS). The project site is located on the Mississippi River at 11 Main Street in the Town of Mississippi Mills (Almonte), Ontario; the project's study area is presented below. The project is subject to the provisions of the Ontario Waterpower Association "Class EA for Waterpower Projects" (2011). Pursuant to the Class EA, this project is considered to be associated with existing infrastructure.
The proposed Enerdu GS project involves the construction of a new dam and powerhouse to increase the existing generating capacity from 300 kW to approximately 1 MW. The project would connect to the provincial supply grid via the existing interconnection line and the Almonte transformer station.
The Class EA process requires Enerdu to undertake evaluation of the project to evaluate its potential effects to the environment (positive and negative) and prepare a detailed Environmental Report. The project is also expected to require review and approvals under the Canadian Environmental Assessment Act, Fisheries Act, Navigable Waters Protection Act, Lakes and Rivers Improvement Act, Endangered Species Act, Ontario Water Resources Act, Environmental Protection Act and other legislation. This notice and the public consultation process for the project under the Class EA is intended to coordinate and meet the notification requirements relevant to the planning stage of the project under these statutes.
The evaluation and Environmental Report will assess the potential effects of the proposed project on the environment during its construction and operation. Mitigation measures will be identified to avoid or minimize potential adverse environmental effects associated with the undertaking. The proposed mitigation measures will relate to specific environmental effects and will be taken from applicable legislation, standards, guidelines, best practices, experience, and other recognized sources. Public consultation is an integral component of this process. The Notice of Completion will be provided to all Aboriginal communities, agencies and other parties who expressed interest as a result of this Notice of Commencement and who participated in the consultation process.
